Official Policy of the Tallgrass Legacy Alliance, Inc. for the support of Young & Beginning Ranchers in the Greater Flint Hills Region
Policy Requirements
- The Tallgrass Legacy Alliance, Inc. (TLA) has interests in supporting Young & Beginning Ranchers in the Greater Flint Hills Region of Kansas defined as those who have filed 15 or less Schedule F forms with the IRS.
- The Greater Flint Hills Region covered by this policy and support includes the counties of:
Butler, Chase, Coffey, Cowley, Chautauqua, Clay, Dickinson, Elk, Geary, Greenwood, Harvey, Jackson, Lyon, Marion, Marshall, McPherson, Morris, Nemaha, Osage, Pottawatomie, Riley, Shawnee, Wabaunsee, Washington, Wilson, Woodson
- Support includes funding or partial funding of expenses incurred as part of Ranch Business Planning and Financial Analysis services, including financial health assessment, business plan development, budgeting and cash flow planning, cost-of-production analysis, enterprise budgeting or scenario planning, income and expense analysis, record organization for tax or audit purposes, support with QuickBooks Online or other financial software, financial preparation for lender, agency, or grant applications, identification of financial blind spots or risks, and related financial consultation services directly connected to strengthening ranch business operations and long-term viability.
- The expenses supported by TLA must be directly related to increasing the knowledge and ability of the participant to secure, improve, grow, or better manage their Ranch enterprise.
- TLA will suggest service provider recommendations based on the applicant's submitted application if the applicant does not specify an ag expert consultant and/or planner on their application.
- All funding requests must submit a TLA-YBR Beginning Rancher Business Planning & Financial Analysis Support Application at five (5) business days prior to the first consultation, planning, or financial analysis meeting and thrity (30) days is preferred.
- TLA has sole responsibility to approve or deny the request, and to approve the level of support from TLA as available funds allow.
- TLA has the discretion to negotiate the level of funding requested, to suggest methods for the recipient to be more economical.
- Additional or subsequent funding requests by an applicant shall be negotiated on a case-by-case basis with TLA.
- Evidence of expenditures must be provided to TLA prior to TLA making any reimbursements. If expenses must be pre-paid, TLA may, at its sole discretion, provide pre-payment upon the written assurance by the grantee that the pre-payment will be refunded to TLA if the grantee fails to attend the consultation or planning meeting. This provision will be negotiated with TLA on a case-by-case basis.
- All TLA financial support is contingent upon available resources.
- All requests must be made using one of the following options:
- Use the online application found HERE on the TLA's secure webpage.
- Contact TLA HERE and request TLA mail the request form to the applicant and the applicant return the completed form back to TLA at the address included on the request form.
Levels of Support
- Approved Funding Requests up to $500 shall be funded at 100% of actual cost.
- Approved Funding Requests greater than $500 and up to $1000 shall be funded at 80% of actual cost.
